The Project

The project concerned the Build–Operate–Transfer (BOT) concession for the international terminal and car park complex at Istanbul Atatürk Airport — Turkey’s primary international gateway until 2018.

It represented the first major airport PPP in Turkey, and led to the creation of TAV (Tepe–Akfen–Vienna), a consortium founded and structured by Airport Consulting Vienna (now ARX) in partnership with Turkish contractors Tepe and Akfen, and with the participation of Vienna International Airport (VIE).

This partnership laid the foundation for what later became TAV Airports Holding, today one of the world’s leading airport developers and operators.

Within the framework of the Technical Services Agreement (TSA), the assignment comprised specialized management and operational advisory during design, construction, and commissioning.

The scope covered terminal management systems, retail and commercial operations, airside coordination, maintenance and quality control, as well as business planning, airline interface, and performance monitoring.
