The Project
Under mandate from the International Finance Corporation (IFC), ARX performed a comparative technical and financial analysis to determine the most efficient long-term solution for Tashkent’s air transport system — either expanding the existing airport or developing a new greenfield international hub.
The study encompassed a multi-criteria evaluation covering airside capacity, terminal performance, ground access, and airspace integration, alongside CAPEX/OPEX modeling and environmental impact assessments.
ARX developed a quantitative comparison model integrating traffic forecasts, infrastructure performance, and cost-benefit parameters to support decision-making by the Government of Uzbekistan.
The outcome defined the technical, functional, and economic viability of each scenario and provided a strategic implementation framework for the potential Tashkent New Gateway Hub, ensuring scalability to 57 million passengers per year.
